
Ms. Phyllis B. Cater
Phyllis B. Cater is the former President and Chief Executive Officer of Spectrum Community Health Services, Inc. a Federally Qualified Health Center with three locations in the West, North, and South neighborhoods of Philadelphia.
Ms. Cater relocated from her native Boston, Massachusetts in January, 2004 to provide Senior oversight and management of the delivery of an integrated system of Primary Care, Behavioral Health, and Dental Services to the low- income and underserved residents throughout the City of Philadelphia.
During her 14 year tenure, Ms. Cater led the development and financing of a $15 million newly constructed 36,000 Sq. Ft. LEED Certified Health Center in West Philadelphia which opened in 2013. A renovated 10,000 Sq. Ft. Health Center in South Philadelphia was completed in 2015.
Ms. Cater currently serves as a Member of the Board of Directors of the Reinvestment Fund, The Together for West Philadelphia, Inc. and is an Advisory Member of the Drexel University Community Wellness Hub. As an active member of The Historic African Episcopal Church of St. Thomas in Philadelphia, Ms. Cater serves as an Officer of the Episcopal Church Women, The Health Ministry, The Sisterhood Guild, and The St. Thomas OV Catto Education Ministry. She is also the Secretary for the Schuylkill Deanery and is an active member of the Deanery’s Health Committee. Mrs. Cater is a proud mother of her son Ali Jonathan Cater who resides in Virginia Beach, Virginia.
